The Government of Canada Education Exchange Development Program is offering scholarship opportunities to students who met the requirements below and want to study in Canada. Through the Scholarships and Educational Exchanges for Development students in this program are in phase the phase 1 and the Phase 2.

 

This Education Exchange Development Program program is also the extended part of the Canada-ASEAN Scholarships. The Canada education exchange development program is a key initiative for the Canada’s Indo-Pacific Strategy developed to support education.

 

The Canada education exchange development program is designed to provides opportunities for students from Member States of the Association of Southeast Asian Nations (ASEAN), Pacific Island Countries and Mongolia to conduct short-term study or research in Canadian. The program is for postgraduate institutions in areas that contribute to the implementation of the 2030 Agenda for Sustainable Development of the United Nations.

 

The Scholarships under the Educational Exchanges for Development Program is designed to support and reduce poverty level in eligible countries mostly under developed countries and to achieve the 2030 Agenda for Sustainable Development of the UN.

 

The Canada education exchange development scholarships is also expected to contribute towards the achievement of the Sustainable Development Goals (SDGs). The phase of the education exchange development program contributes to strengthening people-to-people ties between Canada and the Indo-Pacific region.

 

This education exchange development scholarships program is supported by Global Affairs Canada. The program and the scholarships under it are facilitated through institutional collaborations between Postgraduate institutions in Canada and their partner institutions in ASEAN Member States, including the Pacific Island Countries and Mongolia.

 

Under this programme arrangements, the program is designed that Canadian postgraduate institutions must apply on behalf of eligible candidates. This is part that you need to understand, successful application will need to go through the Canadian institutions that are under the this program.

 

Eligibility criteria for the Canada education exchange development program

 

Read this eligibility criteria carefully before you start to send your application so that you would learn whether you are qualified to apply forbthe scholarship or not. To qualify or to be eligible for this scholarship program applicants must be all of under these requirements:

Other eligibility Requirements, applicants to this schoalrship must be enrolled in a full-time postgraduate institution in an eligible country

paying tuition fees to that institution at the time of application and for the full duration of their exchange

 

Candidates did not fall into a citizen of one of the countries listed below are not eligible for this scholarship.

 

How to Apply for education exchange development program

 

To start your application, applicant must be reqd and note these following important requirements, appliacnt must have a pending application for Canadian citizenship or Canada permanent residency

 

Applicants must also be participating in a scholarship program funded by the Government of Canada at the time of application.

 

Applicant must also be enrolled in a degree, or diploma or any certificate program at a Canadian post-secondary institution at the time of application.

 

Applicants must also have a previously received scholarship award under the phase 1 of the education exchange development program: that’s the Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED)

 

This particukar part does not directly affect students. This part is specially for hosting institution ib Canada. It is however, very important you note the following so that students can be aware of the institutions and and their eligibility stands.

 

For Canadian post-secondary institutions interested in hosting students must meet the following eligibility criterias:

 

The institution must be a designated Learning Institution (DLI) according the Canadian education criterias.

 

Institution must be read to or have waive tuition fees for scholarship recipients

 

Institutions must also centralize all applications through the institutions international offices

 

How Canadian institutions can apply

 

This is the steps by steps application instructions for Canadian institutions to apply for students.

First the institution must assign a program coordinator in the institution who will be responsible for completing the application process for students.

 

The EduCanada account is required and must be created. Therefor sign up to access EduCanada, this account must be created through Global Affairs Canada Single Sign-On Services.

 

Also very important creating a GCKey account is very recommended for institutions. To begin the process, the institution should create account or login if account has been first created.

 

After the account has been created on the Global Affairs Canada Single Sign-On, register go ahead to register your institution on the EduCanada website. Make sure you selected Institution for your account type on the account when creating the account.

 

Aftet have created and activated your account and you are logged in, select Scholarships section and select the Educational Exchanges for Development – Phase 2 and select Apply button.

 

Carefully and correctly enter data in the required fields and follow the instructions on the application form to make a complete application.

 

Aftet that select validate and save as you progress throughout the application form sections.

 

Then after go ahead to upload all required supporting documents for the program. Before you start submitting your documents note that each document must not be more than 5 MB and all documents are expected to be in anyone of these format depending on the type of document you are submitting at a tike the formats extentiona are; .jpg, .gif, .png, .pdf, .doc, .docx, .txt or .xlsx format.

 

Aftet you filled and uploaded your documents before selecting the final submission button make sure to review all components of your application for accuracy and completeness so that if there is any mistake you could correct it quickly.

 

One last thing before making your final submissions, read and accept the conditions of the program “Declaration and permission” statement showing on the page. After that select submit button to makeyourfinalselections. After you have submitted you will receive a confirmation message and a reference number for your submitted applications.

The education exchange development Scholarship Conditions

 

Read these conditions very carefully because to be successful on this scholarship, applicants who are selected must abide and agree to the following conditions;

 

Applicants must engage in a full-time studies or research as defined by the Canadian institution

 

Applicants must as well abstain from clinical training or clinically-oriented research involving direct patient-care

 

Applicants must focus primarily on full-time studies or research during their stay in Canada

 

Applicants must return to their home institutions after the scholarship period to complete their studies

 

If an candidate fails to meet up with the above conditions, this may result in scholarship cancellation.

Institutions participating in this scholarship must ensure that their application documents are complete and accurate as per the instructions. Revised documents will not be accepted after the deadline. Documents in a language other than English or French must be accompanied by a translation.

 

Proof of citizenship for the Education Exchange Development scholarships program.

 

Candidates to this scholarships must must shiw their proof citizenship of they country they are filling in the application as their countries of origin.

 

A candidate must provide a copy of the candidate’s International passport or national identity card with a photo and valid dates well represented in the documents.

 

Not all documents will be accepted, therefor the following documents are not accepted as proof of citizenship:

driver’s license,

permanent residence card,

work permit,

student card,

health card,

birth certificate or baptismal certificate

 

For a document to be accepted the proof of citizenship document selected must be from the same country/territory as the citizenship selected in the online application form

 

Appliacnt signed privacy notice statement

A sined copy of the Privacy Notice Statement for non-Canadian participants signed by the candidate and dated within the last six months is also important

 

Letter of intent from the candidate. This letter of intent must be of a one page max

 

Inside the letter of intent, candidates are expected to explain the nature of their studies or research to be undertaken under the scholarship program in Canada. Candidates must also provides rationale for study in Canada and for the choice of institution, program and supervisor and how the proposed program of study or research will relate to their future career inside their letter of intent

 

Also candidates must explains how undertaking study or research in Canada will empower the student to apply their learning to address the 2030 Agenda for Sustainable Development in their immediate environments

 

In the letter of intent, candidates are expected to also explains how they intend to use their learning to help reduce poverty and narrow the development gap in their region in their future career

 

 

Candidates applying from these countries must provide an explanation of how their learning in Canada will help to reduce poverty in their home country. The countries are the following ; Cambodia,

Indonesia,

Laos,

Malaysia,

Myanmar,

the Philippines,

Thailand,

Timor-Leste

Vietnam

 

Also for candidates from Brunei or Singapore , candidate must provide an explanation of how their learning in Canada will help to reduce poverty in one of the other nine ASEAN countries

 

Candidates applying from the following countries listed below;

Fiji,

Kiribati,

Marshall Islands,

Micronesia,

Nauru,

Niue,

Palau,

Papua New Guinea,

Samoa,

Solomon Islands,

Tonga,

Tuvalu or Vanuatu

 

Candidates from this countries must provide an explanation of how their learning in Canada will help to reduce poverty in their home country of origin.

 

Also note that candidates from the Cook Islands must also provide an explanation of how their learning in Canada will help to reduce poverty in one of the other thirteen eligible Pacific Island Countries

 

While candidates from Mongolia must as well just like candidates from other countries listed anove must provide an explanation on how their learning in Canada under the scholarship will help to reduce poverty in their home country

 

Letter of proof of full-time enrolment from the home institution. This letter is required for the Education Exchange Development scholarships program. The letter must adhere strictly to the following

 

Letter must be on an official letterhead

Letter must be dated within the last six months

Letter must confirms that the candidate is currently enrolled in a full-time program.

 

Take not that any letter that does not confirm that a student is full-time student will be deemed incomplete and not eligible for the Education Exchange Development scholarships program.

 

Note that copies of transcripts, or a student card or a letter of admission are not considered an acceptable letter of support from the home institution

The letter above should be on the max of one page and letterheaded

 

Dated within the last six months

From the candidate’s instructor, professor or international director

Explains the nature of study or research to be undertaken in Canada and how the candidate and the home institution will benefit from this scholarship program

 

Assesses the candidate’s commitment and capacity to use the program of study or research in Canada to help reduce poverty and narrow the development gap in their country or region

Letter of invitation from the Canadian supervisor (graduate students only, maximum one page)

 

The institution letter for the program must meet the following conditions.

 

The letter must be written on the institutional letterhead

 

The letter must be dated within the last six months of the start of the program.

 

The letter must be signed by the Canadian supervisor describing the nature and scope of the research collaboration with the student’s home institution

 

The letter must confirm the institution’s willingness to support and mentor the candidate during the exchange period

 

And again the letter must explain how the canadian institution, supervisor and peers will benefit from the exchange

 

Selections and ranking of applications for the Education Exchange Development Program. This is how selections and rankings are made to choose successful candidates for the Education Exchange Development Program

 

Applications for the the scholarship are evaluated based on the following below;

 

First, the linkage of the proposed research or study that the candidate will undertake in Canada to the 2030 Agenda for Sustainable Development

 

Second, the candidates’ commitment to use their proposed research or studies in Canada to help reduce poverty and narrow the development gap in the ASEAN region, the Pacific Island region or Mongolia merit of the research or study to be undertaken in Canada benefit to the home institution and peers benefit to the Canadian institution, supervisor and peers

 

Third and important, rankings submitted by the Canadian institution

The types of institutional collaborations (and any related Memoranda of Understanding (MOU) or student exchange agreements) which is very important are determined by the Canadian institutions and their partner institutions in the eligible countries, However, this will not be evaluated by the education exchange development program phase 2. Also note that tuition fees must be waived by Canadian institutions

 

Deadline for applications and submission of documents.

 

The Canadian post-secondary institutions participating in the program must apply on behalf of eligible candidates before the deadline of March 24, 2026. Any application made outside the stipulated deadline will not be considered or reviewed. Therefor early application is very important.
